Peck Kem Low, renowned for her HR leadership at Singapore’s Public Service Division (PSD), has been named president of the World Federation of People Management Associations (WFPMA).

In a LinkedIn post, Low announced her new position before thanking the government agency PSD, as well as HR industry associations such as the Singapore Human Resources Institute (SHRI) and the Institute for Human Resource Professionals (IHRP).

Low had been serving as CHRO at PSD since 2014. Her role entailed “[harnessing] the diverse strength of the HR community in civil service”. She was also tasked to develop capabilities and “build effective alliances” to create future-ready civil servants.

Core values

As a senior HR leader, Low champions service, excellence and integrity.

“When we hire people, we hire people for these three core values and also for the competencies that they bring into a job,” Low told People Matters founder Ester Martinez in a conversation on the podcast Unplugged.

“We believe that everybody wants to do a good job. So, all you need to do [as a leader] is to ensure that you give them an environment that is safe; equip them with the right skills, the right platform; and, if you need to, create sandboxes for them to do it. Independence leads them to go do their magic … with the core values of integrity, service, and excellence.”

Re-elected as SHRI president

In March, Low was also re-elected president of SHRI for a second time. SHRI is the country’s HR institute and non-profit group focused on raising the standards of the HR profession and enabling practitioners to establish connections with peers in the industry.

At the time of her election, Low said SHRI would “punch above [its] weight and go beyond geographical boundaries to build networks and work with regional and global partners”. She also vowed to “uplift the capabilities of HR professionals to bring real value”.

Her role at WFPMA

Now, as president of WFPMA, Low will work with a network of people management practitioners to “improve the effectiveness” of the profession.

The WFPMA is comprised of 90 personnel associations from all over the world. Together, they advance the interests of some 660,000 professionals.
